Tim Feeser has been providing actuarial consulting services in the area of managed health care since 1988. His clients have included HMOs, physician groups, hospitals, group health insurers, law firms, and medical device companies. He has worked extensively in the areas of managed health care pricing, product development, provider contracting, reserve development, forecasting healthcare demand, and cost benefit analysis for new medical technology. He also has assisted HMOs in the development and ongoing analysis of both Medicare risk contracts and Medicaid products.
Throughout the 1990s, Feeser has assisted integrated provider networks to assess the feasibility of entering into risk arrangements with managed care payers. Specific tasks have included development of per member per month medical expense budgets, interim hospital and physician reimbursement schedules, and specialty physician capitation budgets. In addition, he has helped physician groups evaluate their internal compensation programs in light of the unique incentives created by participation in managed care programs.
More recently, Feeser has begun working with medical device and products companies, using the R&A research database to develop estimates of potential market size and perform projected cost/benchmark studies for proposed new products. He also has provided assistance to hospitals regarding service demand planning.
In addition to his consulting role, he heads up the R&A Research Unit, which is responsible for developing internal tools and maintaining a research library and data warehouse. The research unit is also primarily responsible for creating and maintaining the products within R&A’s Actuarial Toolbox.
Besides his work at R&A, Feeser’s commitment to the actuarial consulting field is evident in his participation in actuarial events and groups. He is a frequent speaker at managed care trade association meetings. In addition, he authored a chapter entitled “ Using Actuarial Cost Models to Evaluate Contracts” in the book The Capitation Sourcebook: A Practical Guide to Managing At-Risk Arrangements, published by Boland Healthcare.
More recently, Feeser was invited to provide expert testimony to the U.S. House of Representatives Committee on Veterans’ Affairs regarding health care cost forecasting techniques used within the private sector health insurance industry.
Tim is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He graduated from the University of Minnesota with a degree in mathematics. Prior to joining R&A, he was a principal in the Healthcare Consulting Practice of Towers Perrin in Minneapolis.
