Joel Schuenke is a Principal at Reden & Anders with more than 10 years of consulting experience. He has provided services to HMO, provider, and large employer group clients, including rate development and certifications. In addition, he has assisted clients in evaluating and structuring physician compensation programs.
Most recently, Schuenke has assisted organizations in more than 25 states with Medicaid at-risk programs. He works with both HMOs and provider groups. He assists HMOs in evaluating the feasibility of Medicaid programs, responding to state RFPs, evaluating and negotiating Medicaid rates for clients, developing Medicaid capitation rates, and structuring provider compensation and risk-sharing programs. He also has evaluated health status adjusted reimbursement methodologies. For providers, he has evaluated capitation proposals from payers, assessed the feasibility of utilization or pmpm-based targets, and assisted in developing an appropriate allocation of Medicaid funds to physicians and facilities.
Schuenke has experience with several different Medicaid populations, including Temporary Aid to Needy Families (TANF), Aged, Blind, Disabled, and the dual eligible population.
He also has been involved with the Uninsured Children’s Health Insurance Plans (CHIP). His work has included developing medical expense budgets for this population, evaluating the feasibility of state capitation levels, and assisting with provider reimbursement issues.
Prior to joining Reden & Anders, Schuenke was a group underwriter with The Prudential Insurance Company of America. He is experienced in underwriting several product lines, including life, dental, disability, and medical. The medical products consisted of indemnity products as well as HMO and point-of-service product lines. He worked with various funding mechanisms including administrative services only (ASO), minimum premium, retrospective rating, and fully-pooled alternatives. In addition, he was responsible for maintaining profitability of Prudential’s point-of-service product and several large group clients.
