Colleen Thilgen

Colleen Thilgen has more than 15 years of actuarial experience in the health care industry. She manages a team of analysts who are responsible for large-volume detailed data analysis. This team is experienced in “scrubbing” and analyzing eligibility, medical claims, and prescription drug claims data for commercial, Medicare, and Medicaid populations.
Thilgen’s clients have included hospitals, physician groups, HMOs, disease management companies, and employer groups.
Some of her recent consulting engagements include:
- Performing financial reconciliations for disease management programs under a pre-post study design
- Assessing the risk profile of members in several state Medicaid programs
- Developing and modeling the impact of alternative reimbursement methodologies for hospital systems.
- Developing a hospital demand forecasting model for a large hospital system
- Modeling the financial impact of various hospital contracts for a large health plan
- Performing various financial administrative functions for a large employer coalition, including experience reporting, risk adjustment, trend analyses, and reserving
- Developing sub-specialty budgets for a large multi-specialty group
- Analyzing provider reimbursement arrangements for a large rehab provider
- Assessing the adequacy of Medi-Cal capitation rates
Prior to joining Reden & Anders, Thilgen was a manager in Deloitte & Touche’s San Francisco Actuarial, Benefits and Compensation Consulting Group. During her nearly five years at Deloitte & Touche, her responsibilities included analysis of capitation contracts for provider groups, development of capitation rates, physician fee schedule development and review, design of provider risk-sharing arrangements, utilization analysis of several state Medicaid programs, and analysis of premium rate renewals for several large employer groups. While at Deloitte & Touche, she presented such topics as Advanced Capitation and Medicaid Capitation at conferences sponsored by HFMA and Global Business Research.
Thilgen is a past president of the San Francisco Actuarial Club. She graduated from the University of Minnesota with a Bachelor of Science in mathematics.
